Another critique of the Abuja target

The Abuja target calls for African countries to spend 15% of their public budget on health, typically measured as funds allocated to the ministry of health.

The Minister of Health of Ethiopia courageously voiced that the target is not useful because it pits his ministry against other ministries that are also key to health outcomes such as education that produces new health workers and water/sanitation. “We should let countries do their own formulas.”

Pegging the spending on health at 15% of total budget is limiting for countries that could do more and a tall order for those that could'nt afford. So let individual countries figure out what they can reasonbly spend.
