The Asia Pay for Performance Workshop Begins

As last minute preparations here in Cebu continue and participants begin to arrive, it seems unbelievable that we have finally come to the point where all of our planning becomes reality: the Asia Pay for Performance Workshop, co-sponsored by USAID/Health Systems 20/20, AusAID, the Center for Global Development, Norad, and the World Bank, will officially begin Monday, January 19, 2009.

The workshop welcomes 15 teams from nine Asian countries, along with numerous observers, to windy Cebu, Philippines, to learn about pay for performance (P4P) approaches that have achieved remarkable results in countries as diverse as India, Afghanistan, Haiti, Nicaragua, and Rwanda. Participants will learn how to work together as a team to identify what is impeding good performance and to design and implement a performance-based financing approach customized for their countries.

Participants will also learn through field visits to three sites implementing QIDS in Cebu, an innovative, Filipino-style approach, based on quality of care, to assuring that children with severe pneumonia and diarrhea are treated appropriately.

Already underway is the pre-workshop consultant training, which prepares health policy experts from around the world to act as facilitators for the 15 country teams participating in the workshop.

PhilHealth, the social health insurance corporation, will open the workshop on Monday. This multi-donor effort represents a unique opportunity not only to spread the word about linking payment to performance in health and the progress that has been made as a result, but to implement P4P: AusAID will provide seed grants to the five most promising country teams.
