Evaluating the Status of the Health Sector in Benin
Actual Policy Use
The 2003 National Health Accounts estimation in Benin showed that health financing in the country was fragmented and inequitably appropriated. The principle source of financing was households at 52% of total health expenditure, while the government was 30.8%, the rest of the world, including donors, was 16.5% and the local collectives, mutuelles, insurances and public and private enterprises was .6%.
The results of the NHA were used by the government in evaluating the status of the health sector as well as for strategic national planning. The final draft of PNDS 2007-2016 references NHA to analyze the health financing problem that accounts for prioritized sector concerns and indicates intended strategies to address the situation.
