Increasing Government Stewardship and Donor Harmonization in Rwanda
Actual Policy Use
The 2003 Malaria subaccount demonstrated that a large proportion of targeted funds were channeled through the NGO sector rather than through the Ministry of Health. This helped the Minister of Health to advocate for greater government stewardship and increased donor harmonization in order to better coordinate the execution and planning of Malaria activities.
The 2006 Malaria subaccount showed a shift to increased expenditures passing through the Ministry of Health thus confirming progress towards Rwanda’s strategy for increased government stewardship and coordination in Malaria control efforts.
