Framing the Discussion on HIV/AIDS Expenditures in Malawi

The Malawi Government through the Ministry of Health and partners undertook the General NHA and Subaccounts for HIV/AIDS, Reproductive Health and Child Health Study in 2005 using data for 2002/03-2004/05 financial years.

The HIV/AIDS subaccounts results revealed that total HIV and AIDS expenditures rose dramatically in the three years examined by this study, from MK2.54 billion (US$29.1 million) in 2002/03 to MK7.53 billion (US$ 69.1 million) in 2004/05. This was the result of a steep increase in donor support for HIV and AIDS, from MK1.17 billion in 2002/03 to MK5.5 billion in 2004/05.

During the National HIV/AIDS Research Dissemination Seminar organized by the National AIDS Commission in July 2008 which drew a range of participants from donor agencies; policy makers; implementing agencies (public, private, Non-governmental organizations and community based organizations); and, local and international researchers, the National AIDS Commission quoted the HIV/AIDS subaccounts findings presented above in its opening remarks to the huge gathering. The Head of Planning, Monitoring, Evaluation and Research for the National AIDS Commission highlighted the HIV/AIDS actual expenditures from 2002/03-2004/05 financial years and their implications on sustainability of the HIV/AIDS services delivery system. He noted that in the absence of donor support, the fight against HIV/AIDS would not be sustained and as such government needed to increase its funding to the HIV/AIDS sector. This speech was quoted in the Daily News paper that week.

Besides dissemination of the NHA results to the above mentioned audience, in order to influence policy, the NHA findings were also presented in the country’s UNGASS Report for 2007. This contributed to the global comparative analysis of the financial landscape for HIV and AIDS.
