An objective of the Economic Development and Poverty Reduction Strategy 2008 – 2012, drafted by the Government of Rwanda states that “The first objective [to allow Rwandans to break out of this vicious cycle of poverty and poor health] is to strengthen institutional capacity at all levels. This will be achieved by allocating and managing the financial resources of this sector more efficiently…This should ensure that the National Health Accounts, Public Expenditure Review and Mid-Term Expenditure Framework are institutionalized and updated annually.” (EDPRS Pg 93)

In 2006, the Ministry of Economics and Finance and MOH cited NHA in a background study for the high-level forum meeting in Tunis in June 2006, entitled, “Scaling up to achieve the health MDGs in Rwanda.”

One of the specific indicators in the Rwandan Health Sector Strategic Plan under the broader objective of "optimizing allocation and management of financial resources" is that NHA is undertaken (External Evaluation of HSSP I, pg 12, 2008).
