Sustainability Analysis of HIV/AIDS Services in Zambia

To respond efficiently to the HIV/AIDS epidemic, program planners and policymakers need strategic information and analytical tools to assist with estimating the recurrent costs and non-pecuniary resources required to deliver HIV/AIDS services. It is important that these tools help policymakers assess the implications of current policy decisions on the sustainability of HIV/AIDS programs over the short, medium, and long term. To assist with this effort, the Ministry of Health in conjunction with the Health Services and Systems Programme (HSSP) and Health Systems 20/20 Project developed and applied a Microsoft Excel-based tool for assessing the sustainability of public sector HIV/AIDS programs in Zambia. The HIV/AIDS Program Sustainability Analysis Tool (HAPSAT) was used to estimate the financial, human, and physical resources required to deliver HIV/AIDS services in Zambia over a five year time horizon.
