Douglas Glandon

Douglas Glandon focuses primarily on health financing and resource tracking including work supporting National Health Accounts estimations in Liberia and the Democratic Republic of Congo; data collection and analysis in Cote d’Ivoire for the HIV/AIDS Program Sustainability Analysis Tool; and other activities aimed at helping countries collect and use relevant demographic, epidemiological, and financial information to improve national health policy decisions. Previously, Mr. Glandon was the inaugural program coordinator at the Institute for Global Leadership at Tufts University, where his primary role was to improve the operational efficiency and coordination of programs, set up a regular system of monitoring and evaluation, and help develop partnerships with other institutions. He completed his BA in international relations and a master’s in public health at Tufts University. He speaks French.

David Hotchkiss

David Hotchkiss is the monitoring and evaluation advisor for Health Systems 20/20 and a professor in Tulane University's School of Public Health and Tropical Medicine. He is a health economist and demographer with more than 17 years of experience in research, teaching, and consultancy in more than 15 low- and middle-income countries. Most of his research relates to health care financing and utilization, including demand analysis, sources of financing, equity analysis, and evaluations of health systems strengthening interventions. He has published more than 30 articles in peer-reviewed health economics and policy journals, and has served as a consultant to the World Bank, the Asian Development Bank, and USAID. He received his MA in demography from Georgetown University and his PhD in economics from the University of North Carolina at Chapel Hill.

Mursaleena Islam

Dr. Mursaleena Islam has over 12 years of experience conducting applied research and managing implementation in a wide variety of projects in Asia and Africa. Dr. Islam specializes in the areas of health systems, health financing, and monitoring and evaluation. Currently, she is working with a country team to support the development of a health financing strategy in Bangladesh. As the deputy director, Dr. Islam recently led a GTZ-funded project in Bangladesh, which included evaluating a maternal health voucher program, costing maternal health services, and designing a human resources incentive package. As the editor of the Health Systems Assessment Approach: A How-To Manual, she coordinated the development of the manual, working with multiple authors and reviewers – the manual has been used to conduct assessments in over 25 countries. Dr. Islam holds a PhD in economics from the University of Illinois at Urbana-Champaign, a MA in economics from Syracuse University, and a BA in economics from the Massachusetts Institute of Technology.

Steve Joyce

Steve Joyce is an accomplished trainer, facilitator, and senior organizational development specialist with over 20 years of experience in designing and implementing activities for private and public sector organizations in the United States and in countries in Africa, Asia/Near East, Latin America, and Europe and Eurasia. He specializes in stakeholder participation, team building, institutional-strengthening programs, management and leadership development, and policy dialogue. He has worked in the health, agriculture, privatization, and environment sectors, largely designing and implementing processes to enable the participation of broadly diverse stakeholders in development programs and activities. For five years, Mr. Joyce served as the public awareness specialist for the USAID-funded Agriculture Policy Reform Project in Cairo, Egypt and helped develop the capacity of associations to engage their stakeholders and implement processes that effectively communicate information to promote reform. Recently, Mr. Joyce has participated in a local government decentralization effort in Albania, conducting needs assessments and designing participatory processes to include stakeholders. At present, as TRG project manager for the USAID-funded Agricultural Development Project in Iraq, Mr. Joyce is designing and facilitating stakeholder workshops that help build collegiality and a shared vision while actively engaging stakeholders in problem solving, planning, and implementation. He has an MA in English literature from the University of Chicago.

Anne Juillet

Anne Juillet is an international health expert with more than 17 years of experience working on health systems research and implementation in French speaking Africa. Her principal international experience has been with the Agency for French Universities, Abt Associates, the French Cooperation, UNICEF, the World Bank, and UNAIDS. She previously worked as a lecturer in economics at the University of Abidjan, Côte d’Ivoire. As Health Systems 20/20’s Technical Advisor in Côte d’Ivoire, Dr. Juillet manages pay for performance schemes, revises training and curricula, provides Global Fund support, manages the Ivorian HSA, HAPSAT, and the first Ivoirian National Health Accounts estimation, and participated in developing the AIDS partnership framework between USAID/PEPFAR and the Côte d’Ivoire government. She received her PhD in economics is from Paris 1 University and holds a postgraduate degree in economic mathematics and econometrics from Aix-Marseille II University. She is fluent in French and proficient in English.

Itamar Katz

Dr. Itamar Katz has 11 years of experience in HIV and TB in developing countries. He has worked in multiple African countries and in South America on sustainability analysis of HIV programs, monitoring & evaluation of HIV programs, and health information systems including geographical information systems. As a the team lead for HIV/AIDS Program Sustainability Analysis Tool (HAPSAT), Dr. Katz supports health programs in enhancing the sustainability of their programmatic, financial and human resources and assists them in mobilizing resources. He further leads the nationwide mapping of health facilities in Nigeria. He also worked at the Global Fund where he led the development of the strategic information database of the Global Fund and carried out research on epidemiology, operational research, target setting, performance evaluation, and impact evaluation. He has published on HIV-related behaviors, public-private mix, target setting, Global Fund, and operational research. In addition to articles in epidemiology and public health, he published on aspects of land ownership in the Middle East. Dr. Katz holds a PhD and MPhil from Cambridge University.

Geir Lie

Geir Lie is a research analyst who specializes in National Health Accounts (NHA) and health financing issues. Prior to joining Abt, Geir worked for the Department of Health Systems Financing at the World Health Organization in Geneva, analyzing external aid resources for health in low- and middle-income countries. He also worked for the Health, Nutrition, and Population Anchor of the World Bank where he assessed country’s fiscal space for health, analyzed the impact of financial crises on health expenditures and health outcomes, and evaluated and overcame constraints of NHA institutionalization in low- and middle-income countries. As a coordinator for the Innovation Working Group (IWG) for the UN Secretary General’s Global Strategy for Women’s and Children’s Health, Geir analyzed major areas of innovative approaches responsible for making cost-effective contributions to health care systems around the world. Geir holds a master’s degree in health economics and a BA in economics from the University of Oslo.

Olusesan Makinde

Dr. Olusesan Makinde has over 8 years of combined clinical, project management, and research experience in Nigeria and the US. Dr. Makinde works as an HIS technical advisor for Health Systems 20/20. Previously, he was a medical informatics intern at the Kennedy Krieger Institute, where he developed a new patient intake system used to establish a remote patient-physician interaction to facilitate improved clinical interaction planning, quality of care, and reduced physician-patient interaction time. He also has experience in monitoring and evaluation of projects related to HIV/ AIDS, short-term medical missions, and HMO networks funded by USAID, CDC, TY Danjuma Foundation, and other donors. Dr. Makinde holds a medical degree and a MS in epidemiology and medical statistics from the University of Ibadan in Nigeria. Dr. Makinde also has a MS in applied health sciences informatics from the Johns Hopkins University.

Cheikh Mbengue

Cheikh Mbengue has 15 years of experience with West African regional institutions and for USAID projects, has served as a technical expert on community development and health sector reform in West and Central Africa. Mr. Mbengue is particularly well versed in the decentralization of priority health services, the community-based health insurance movement, maximizing donor coordination to leverage support for health sector reform, supporting National Health Account activities, responding to the HIV/AIDS epidemic, and developing social marketing programs. An effective advocate and coordinator of regional networks and regional programs, Mr. Mbengue holds a post-master’s certificate in anthropology and a master’s degree in philosophy.

Megan Meline

Megan Meline, a senior technical writer, brings more than 15 years of communications, journalism, and international health experience to Health Systems 20/20. Most recently, she lived in Kathmandu, Nepal where she worked with Chemonics International and PSI as a media advisor. At Chemonics, Ms. Meline supported USAID’s Nepal Transition Initiative by drawing on her experience as a former producer for NPR’s Talk of the Nation to design and conduct a series of radio workshops for Nepali journalists. Ms. Meline also lived in the Philippines, where she worked as an Information Officer for USAID/OFDA and as an editor for the World Health Organization. In Tanzania, she worked for Peace Corps as a trainer and also helped design and launch the HIV/AIDS Health Education project. Stateside, Ms. Meline was as a science writer for Johns Hopkins’ Population Reports and also an assistant editor at Education Week newspaper. Ms. Meline served as a Peace Corps volunteer in Papua New Guinea. She earned a BA in English from Cornell University, a certificate from the Radcliffe Publishing Procedures course, and a master of public health from Johns Hopkins.

Linda Moll

Linda Moll has worked in international development for more than 20 years, the past 10 as an editor/writer and editorial services coordinator for multiple health systems reform projects. Ms. Moll has been on the staff of a major metropolitan daily newspaper and done freelance writing for other major newspapers. She has edited technical documents, including reports, manuals, and presentations, and developed, managed, written, and edited newsletters, brochures, and briefs based on the technical work or independent publications. She also has taught writing at the university level. In addition, she has done events planning, and spent several years managing U.S. educational and training programs of international visitors. Ms. Moll received her BS degree in international relations from Georgetown University and her MA degree in linguistics from the University of Illinois in Chicago; she also has a certificate in editing and publications from Georgetown University.

Lindsay Morgan

Ms. Morgan is a senior health analyst with Broad Branch Associates, specializing in research and analysis on the planning, design, and implementation of pay for performance (P4P) schemes, particularly in post-conflict states and severely disrupted health sectors. Previously, Ms. Morgan worked with the World Bank, based in Tanzania, analyzing pay for performance schemes in Rwanda, Burundi, South Sudan, Kenya, Uganda, and Liberia. Prior to joining the Bank, she worked with the Center for Global Development, a Washington-based think tank, where she provided analysis and advice for senior management at the Center and the Bill & Melinda Gates Foundation on a range of development policy issues, with a focus on sub-Saharan Africa. Ms. Morgan’s areas of expertise and interest include evaluations and assessments of health financing schemes; health policy and planning; and strategic communications. She has a master's degree in Middle East Politics from the University of Durham (UK) and began her career in journalism.

Stephen Musau

Stephen Musau is a Chartered Accountant with over 25 years experience in health financing, health systems, health sector reform, financial management systems design, cost analysis, and auditing. An accomplished trainer in financial management, he has worked extensively with NGOs and governments in Eastern Africa to provide financial management systems design and performance improvement technical assistance. He is also an experienced financial auditor and advisor on business management. Mr. Musau has served as the National Health Accounts (NHA) Coordinator for Health Systems 20/20, as he was for Partnerships for Health Reformplus (PHRplus) acting as the primary liaison with donor partners and country governments on all matters pertaining to the development and use of the NHA. Mr. Musau was also the Health Systems Strengthening Advisor to USAID/Africa Bureau’s Africa 2010 project, working with African institutions in the area of health systems strengthening. He currently serves as the Health Systems 20/20 chief of party in Rwanda. Mr. Musau received his bachelor's degree in accounting from the University of Nairobi and is also a Chartered Accountant with the Institute of Chartered Accountants in England and Wales. He speaks English, Swahili, and French.

Takondwa Mwase

Takondwa Mwase has 15 years of experience in health services planning, health financing including budgeting and resource allocation and health care management. Currently, Mr. Mwase works on general National Health Accounts (NHA) as well as reproductive health (RH), HIV/AIDS, and child health subaccounts in a number of countries across Africa and the Near East. He is also responsible for facilitating international and regional courses on general NHA and HIV/AIDS, RH, and Child Health subaccounts. Previously, Mr. Mwase was a Regional Advisor for Health Financing and National Health Accounts at the WHO Africa Regional Office. He was responsible for providing technical support to WHO member States in the region on health financing policy design in social health insurance and National Health Accounts implementation. He has also served as a Fellow at the WHO headquarters in Geneva responsible for NHA for the Africa Region. For 8 years, he was responsible for health planning, health financing-assessment of health financing options, budgeting and resource allocation, and development and implementation of NHA, district health accounts, public health expenditures reviews, and economic evaluation at the Ministry of health in Malawi. Over the years, Mr. Mwase has consulted on various issues of health sector reforms for a variety of organizations such as DANIDA, DfID, EU, GTZ, UNICEF, UNDP, USAID, and the World Bank. His extensive experience also includes acting as an advisor in the development of NHA as well as investigator in a number of countries in Africa and the Caribbean. Mr. Mwase holds a master of social science degree in health economics from the University of Cape Town and is fluent in English and French.

Liz Nugent

Liz Nugent has over 25 years of experience in the administration of publication and communication components of health and international programs. She currently serves as communications director for the Health Systems 20/20 project. Previously, she was associate communications coordinator for the Partners for Health Reformplus (PHRplus) project, overseeing an electronic and hard-copy resource center of over 6,000 select health systems strengthening materials with a searchable database on the web. Under PHRplus, Ms. Nugent served as editor for the project’s Highlights newsletter and directed outreach and dissemination components of the project, identifying channels for proactively sharing information about PHRplus expertise, materials, and achievements. Throughout her career, Ms. Nugent has managed or produced over 100 publications, reports, monographs, and articles in English, Spanish, French, and Portuguese. She has coordinated and evaluated the performance of health educators, research associates, marketing specialists, photographers, printers, designers, editors, proofreaders, and translators. Ms. Nugent has proven experience in identifying, organizing, and reviewing data to create easily accessed information; in formulating innovative strategies to ensure that information is widely shared with diverse audiences; and in leveraging opportunities for creatively sharing information and building knowledge from the field up. She earned a BA in Spanish and Latin American Studies from Vanderbilt University, a master’s degree in international administration from the School for International Training in Vermont, and a certificate in international management from the American Graduate School of International Management (Thunderbird) in Arizona. Ms. Nugent speaks Spanish fluently and is conversant in French and Portuguese.

Christine Ortiz

Ms. Ortiz is an international health expert with more than twenty years development experience, in the United States and abroad. She specializes in health economics and financing with an emphasis on work in Africa and Latin America. She has international project management experience in health, water and sanitation, and education, with UN agencies, multilateral and bilateral donor agencies as well as NGOs. Christine joined Abt Associates in 2006, after previously working with UNICEF, the French Cooperation and the European Commission. While at Abt, she has been involved in extensive technical and managerial work on USAID funded health projects. Recent work has included capacity building for universal coverage, institutional strengthening for ministries, Global Fund Country Coordinating Mechanisms and local NGOs, including workforce development and governance, supporting mutuelles in West Africa, hospital costing in the Democratic Republic of Congo, HIV/AIDS costing for the Côte d'Ivoire, and managing a study on Misoprostol for postpartum hemorrhage in Senegal. She speaks, reads and writes fluent English, Spanish and French. Her undergraduate degree is from the Georgetown School of Foreign Service and she also earned a joint Master’s degree in Health Planning and Financing from the London School of Hygiene and Tropical Medicine and the London School of Economics.

John Osika

Dr. John Osika, a public health physician, serves as HIV and Infectious Disease Advisor for Health Systems 20/20. He spent ten years focused on HIV/AIDS and malaria initiatives for the World Bank and has more than two decades of programmatic and clinical experience working on infectious disease programs. Dr. Osika, trained as an epidemiologist and physician with specialization in public health, is board certified in the United Kingdom and the European Union. Over his professional career he has provided technical leadership to the World Bank’s landmark Roll Back Malaria initiative and has served as the Bank’s principal source of technical advice and leadership on malaria programs and policy. Dr. Osika served as assistant professor in public health medicine at the University of Wales and as senior registrar in public health medicine for the British National Health Service. His combination of hands-on and research experience in surveillance of infectious disease in the UK have allowed him over the years to provide technical guidance and leadership at the highest level of HIV/AIDS and infectious disease policymaking. Dr. Osika has a medical degree from the Minsk State Medical University and a MPH and MHMPP from the University of Leeds. Dr. Osika, originally from Uganda, speaks Russian, Byelorussian, French, Spanish, Welsh, Kiswahili, Ateso, Luo, and Luganda.
