For USAID Missions

Health Systems 20/20 is the Bureau of Global Health’s principal project for health system strengthening. All USAID operating units – elements, missions, and bureaus – can access Health Systems 20/20 by obligating funds to cooperative agreement No. GHS-A-00-06-00010-00. Health Systems 20/20 has a ceiling of $125 million and it is expected that 80% of all funding received will be field support funds. The project can respond to Missions on demand and accepts all types of USAID funding, including PEPFAR, POP, CS, EFS, PMI as well as funds through EGAT and D&G. USAID Missions and Regional Bureaus can program funds for Health Systems 20/20 through traditional buy-ins of field support and MAARD’s to the Health Systems 20/20 Leader with Associate Cooperative Agreement mechanism. Missions and Bureaus can also negotiate and manage separate Associate Awards for which they will designate a CTO.

Health Systems 20/20 provides highly specialized technical resources in health financing, governance, and operations that are scarce and difficult for missions to procure individually. The project is designed to complement USAIDs large bilateral health service delivery projects and to improve their capacity to achieve USAID’s health impact objectives as it is doing in Ghana and Rwanda. Health Systems 20/20 also leads large health projects using an integrated approach to strengthen the health system as it improves service delivery.
