Associate Awards

Health Systems 20/20 is a Leader With Associates (LWA) cooperative agreement. Health Systems 20/20 is the “Leader Award” for $125 million and Abt Associates is the “Leader” as the lead organization and recipient that is primarily responsible for the implementation of Health Systems 20/20.

Associate Awards are additional cooperative agreements negotiated separately by USAID Missions or Bureaus with the Leader to support the same objectives as the Leader award. Because the Leader Award was awarded through a full and open competitive process, Missions and Bureaus can grant Associate Awards without going through a competitive process.

Benefits of Associate Awards for USAID Missions and Bureaus:

  • Scope of work developed by the Mission/Bureau to support the same HEALTH SYSTEMS 20/20 objectives. The Global Health Bureau CTO must concur with the associate award.
  • No competitive process or need to justify sole source.
  • Mission/Bureau defines the period of performance, which can extend five years beyond the end of the Leader Award in 2011. Associate Awards must be awarded before the end of the Leader Award on September 29, 2011.
  • Associate Awards have no ceiling and are outside the Leader Award ceiling of $125 million.
  • The CTO and Agreement Officer for an Associate Award are based in the Mission.
  • The Mission/Bureau receives all program and financial reports directly from the Leader recipient (Abt Associates).
  • Associate Awards are subject to the Standard Provisions of the Leader Award, which can be included by reference.
