National Health Accounts
The government of Botswana recognizes conducting regular National Health Accounts (NHA) estimations is vital to understanding the flow of resources through the health system. Health Systems 20/20 is supporting the Botswana Ministry of Health (MOH) in its second round of NHA estimation, using data for financial years 2007/08, 2008/09 and 2009/10.
In Botswana, spending on maternal health and child health, Global Health Initiative target areas, is of particular interest. Comparing NHA data areas such as maternal health, HIV, malaria, will make it easier for policymakers to build a case for increased investment in maternal health and child health.
Too often, NHA estimations are conducted irregularly, resulting in a lack of information for policymakers making resource allocation decisions. Health Systems 20/20 is working closely with the Botswana MOH to build their capacity to regularly carry out NHAs with limited external assistance. The project promotes stakeholder engagement in the NHA process to encourage the use of NHA data to inform policy decisions.
The NHA Production Tool, created by Health Systems 20/20, is a desktop software that guides users through NHA estimations with step-by-step instructions, making the production of future NHA estimations more efficient and accessible. Health Systems 20/20 is training the local Botswana NHA team to use the Production Tool.
Costing of National HIV and AIDS Strategic Framework, National Operational Plan
Health Systems 20/20 worked with the Botswana National HIV and AIDS Coordinating Agency (NACA) to cost the Second National HIV and AIDS Strategic Framework (NSF-II), 2010-2016, and the National Operational Plan (NOP). Results found the total cost for implementation of interventions identified under the NOP to be BWP 14.1 billion (approximately US$2.02 billion), an average of BWP 2.4 billion (US$337 million) per year from 2010 to 2016. With regard to distribution of cost by priority areas, the bulk of the HIV/AIDS resources (89 percent) will be needed for implementation of treatment, care and support followed by prevention of new HIV infections (9 percent).
Resource Mobilization on HIV/AIDS
The overall cost of implementing the HIV/AIDS National Strategic Framework II is substantially higher than the current level of funding. To meet this challenge, Health Systems 20/20 will work with the NACA to create a resource mobilization strategy, which will examine ways to increase HIV/AIDS current and new sources of funding. Given the growing and dynamic private sector in Botswana, the strategy will identify ways to enhance the private sector contribution.
