Human and institutional capacities remain key issues constraining the scale-up of quality health services, including HIV/AIDS services in Cote d’Ivoire. Health Systems 20/20 is working with the Ministry of Health, US Government partners, and other key stakeholders on several activities.
HIV/AIDS
In order to facilitate the rapid expansion of HIV/AIDS services, Health Systems 20/20 is working with the Ministry of Health to conduct a comprehensive HIV/AIDS Service Provision Assessment in selected public and private health facilities to identify institutional capacities that are needed to expand HIV/AIDS services.
Health Systems 20/20 also worked in Cote d'Ivoire to complete a HIV/AIDS Program Sustainability Analysis Tool (HAPSAT) assessment. HAPSAT was developed by Health Systems 20/20 to help governments and donors develop of HIV/AIDS policies and implement plans. HAPSAT utilizes a computer-based model to forecast and analyze the sustainability of HIV/AIDS programs during periods of service delivery scale-up and/or when facing limited or unknown future resource levels.
Human Resources for Health
The shortage of human resources for health has become critical in Cote d’Ivoire given the prolonged politico-military and economic crisis. Health Systems 20/20 is providing substantial technical assistance to solve problems related to human resources for health in support of decentralized, sustainable, quality HIV services.
National Health Accounts
National Health Accounts (NHA) are a rigorous, comprehensive, and internationally comparable analysis of a country's health financing landscape that is use to inform policy and advocacy efforts. Health Systems 20/20 is supporting the Ministry of Health in Cote d'Ivoire with implementation of the NHA process to provide data on general and HIV/AIDS-specific health expenditures for the years 2007 and 2008.

New Brief: Using Facts to Improve Health Worker Allocation in Côte d'Ivoire
May 12 2009With funding from the President's Emergency Plan to Fight AIDS (PEPFAR) and support of the United States Agency for International Development (USAID), the Health Systems 20/20 project is working with the Ivorian Ministry of Health and Public Hygiene (MOH) to build human resources for health (HRH) numbers and management at all levels of the health care system.

Jan 28 2009As in most African countries, Cote d’Ivoire is facing a crisis in human resources for health (HRH) worsened by a high HIV-AIDS prevalence (4.7%) and a civil war from 2002 to 2007. Many health workers have fled from the northern regions to seek refuge in the capital city, Abidjan. At a World Bank event on January 14, 2009, Gilbert Kombe shared insights from Health Systems 20/20 work to develop innovative and sustainable interventions to address the health labor crisis.
