National Health Accounts for the Democratic Republic of Congo

Health Systems 20/20 is supporting the DRC Ministry of Health (MOH) in conducting a National Health Accounts (NHA) assessment to track health spending and identify gaps in the health system.

This activity will provide policymakers and stakeholders with the big picture on financing in the country’s health system, track how and where donor funds are spent, and allow the DRC to measure progress of government reforms. Additionally, the NHA estimation will serve as a baseline for DRC as a PEPFAR compact country, an initiative which promotes deeper integration of HIV/AIDS services into health systems.

Health Systems 20/20’s objective for this activity was to assist the MOH and appropriate in-country institutions develop a NHA estimate, including subaccounts for reproductive health, child health, and HIV/AIDS. To collect the data, a representative household survey, a targeted survey of people living with HIV, and institutional surveys for donors, NGOs, and government entities were undertaken.

The DRC MOH hopes to use NHA results, first presented to stakeholders in October 2010, to inform the development of the second Document pour la stratégie de croissance et de réduction de la pauvrété (Strategic Growth and Poverty Reduction document), which outlines the DRC’s initiative to continue to reduce the national debt and promote economic stability and growth in the country. Additionally, the NHA results will provide critical information for the upcoming Revue annuelle du secteur de la santé (Annual Health Sector Review) regarding how health funds were actually spent in fiscal year 2008 and 2009, including whether they addressed priority health issues and reached target populations.
