Assessing the Preventive Health Sector
Egypt's Ministry of Health (MOH) has undertaken a series of steps to transform and strengthen the financing and delivery of health care services. Some of these changes include moving from vertical programs to an integrated Family Health Model (FHM), changing the manner in which services are contracted and paid for, and making the social insurance system more sustainable. At the same time there is a pullback in donor assistance to Egypt, and this in turn may affect future health system performance.
Within this context, Health Systems 20/20 and the MOH are collaborating on an assessment of Egypt’s preventive health sector, aiming to evaluate the performance of three main MOH preventive health programs: family planning (FP), maternal and child health (MCH), and infection control (IC). The study will provide feedback and recommendations for improving the impact, effectiveness, efficiency, equity, and sustainability of these programs. Data will be collected in about 60 facilities and government administration offices in the following six governorates: Alexandria, Beni Suef, Dakahlia, Qalyubia, Qena, and Red Sea. The MOH will lead the study, as they are the principal stakeholders.
The study’s four objectives are:
- Understand how well the programs' structures and processes have worked to achieve program objectives
- Assess the effect of implementing the integrated FHM on the performance of the vertical FP and MCH programs and make recommendations on how these programs can be absorbed in the FHM in a way that does not adversely affect the results these programs achieved
- Use the analyses to make actionable recommendations on how to assure long-term sustainability of these programs
- Promote MOH staff development by involving them in conducting the evaluation and assessment study
The overarching aim of this study is to provide constructive, actionable suggestions that can improve the long-term sustainability of preventive health programs. While the evaluation will include a retrospective assessment of the programs, the majority of the field work will focus on looking ahead and identifying the resources, capacity, and organizational structures needed to carry them out in the future.
