Using NHA to Develop a Health Care Financing Strategy in Namibia
Health Systems 20/20 is supporting the Namibian Ministry of Health and Social Services in its second round of National Health Accounts (NHA) which tracks the flow of funding from financing sources to end uses such as inpatient and outpatient care. The findings will be used to inform policymakers in developing the official health care financing strategy for the country. The second round of NHA covers government fiscal years 2001 through 2006.

Currently, only 16-18 percent of all Namibians receive medical aid and only 50 percent of the working population has medical insurance. In an effort to increase coverage, the University of Namibia, School of Medicine hosted a workshop where Health Systems 20/20 provided invaluable input into the development of a national health insurance plan.

U.S. government officials joined country counterparts from Barbados, Kenya, Namibia, South Africa, Uganda, Vietnam, and the Caribbean region in July 2011 in Cape Town to learn how to design and implement health system strengthening activities.

Namibian Deputy Minister of Health Petrina Haingura lauded the government’s investment in health during the release of the
Namibia Health and HIV/AIDS Resource Tracking: 2007/08 and 2008/09 report in February 2011. Government spending on health as a percentage of total government spending reached 14.3 percent in 2008/09, signifying that Namibia is close to reaching the 15 percent target set forth for African governments in the
Abuja Declaration. The deputy minister challenged the government to allocate 20 percent of the national budget to health, an achievement which might be made possible by the development of more private-public sector partnerships.

African leaders meeting in Abuja, Nigeria, in April 2001, signed a declaration mandating that health budgets should constitute a minimum of 15% of national budgets. The Namibian Minister of Health, Dr. Richard Kamwi, recently informed participants at a Health Sector Stakeholders meeting about Namibia's progress in meeting this goal. The meeting was held on October 29, 2008, in Namibia.
