Papua New Guinea
Health Systems 20/20 work has been carried out in conjunction with a range of stakeholders that includes NACS, the National Department of Health (NDOH), technical working groups, and country offices of development partners such as the Joint UN Programme on HIV/AIDS, World Health Organization, AusAID, and Clinton HIV/AIDS Initiative. Health Systems 20/20 has focused on the costing of three NHS priority areas:
- HIV prevention
- HIV treatment, care, and support
- System strengthening (including monitoring and evaluation and other capacity building at NACS, NDOH, and provincial AIDS councils)
The methodology followed is a detailed activity-based costing using an Excel spreadsheet-based framework. Stakeholder meetings first broke down major interventions into specific implementable and costable activities, in order to identify and determine cost elements. The groups then identified standard costs for a wide range of common cost items within activities, such as training and travel per diems, and developed unit and total costs.
The costing template contains three major sheets:
- The first sheet (workplan, or activity plan) breaks down the major activities into specific activities with annual targets for the five-year NHS.
- The second sheets estimate the unit cost of each activity, with a detailed breakdown of the cost items and the total unit cost.
- The third sheet shows the total cost estimations; activity-based targets (from the workplan) are multiplied by unit costs, and the activity’s total costs are estimated.
Summary tables and graphs will be produced for major intervention areas as well as for the overall cost summary. Results will be incorporated into the NHS.
National AIDS Council Secretariat
The Papua New Guinea National AIDS Council Secretariat is the technical and operational arm of the National AIDS Council. It coordinates the national response on HIV and AIDS and is responsible for supporting the formulation, review, and revision of national policy and monitoring and coordinating the implementation of the National HIV Strategy. The Secretariat has 20 provincial-level offices across the country.
