Health Worker Compensation Study
How much do health workers earn compared to the general population? What is the difference between wages paid to public sector and private sector health workers? How do salaries of public health workers compare to salaries of non-health employees in the public sector? A 2011 health worker compensation study in Uganda hopes to answer these questions. Health Systems 20/20 is collaborating with CapacityPlus, the Uganda Capacity Program, and the Uganda Ministry of Health to carry out the study. Findings will provide the Ugandan Ministry of Health with evidence for decision-making on rationalized wages and compensation policies. In addition, the compensation study in Uganda will contribute to a multi-country study on health worker compensation being carried out with the World Bank. This study, which includes analyses from Nigeria and Sudan as well as Uganda, aims to obtain a comprehensive picture of health worker compensation in those countries.
National Health Accounts
Health Systems 20/20 is providing technical assistance to National Health Accounts (NHA) teams in Uganda to conduct the second round of NHA as well as a first ever reproductive health (RH) subaccount analysis to include information on contraceptive commodities. Findings from this activity will be used to support the inclusion of contraceptives in country health sector and poverty alleviation strategies as well as to inform the development of sector wide approaches. There is strong government support and interest in doing the NHA and RH subaccount in Uganda as a household survey including expenditures on RH services and commodities has recently been completed. In carrying out the NHA and RH subaccount work, Health Systems 20/20 is working closely with local institutions and consultants to build capacity to institutionalize the activity within national organizations.
Health Systems Assessment
Health Systems 20/20 Health System Assessment methodology was developed to systematically and rapidly assess national health systems and provide policymakers and program managers with information on how to strengthen the system as a whole. The approach provides a comprehensive assessment of key health systems functions organized around six technical modules: governance, health financing, health service delivery, human resources, pharmaceutical management, and health information systems. The methodology has been adapted and applied at both the national and subnational levels in more than 29 countries. In the fall of 2010, Uganda did a Health System Assessment.

Money Talks—Examining Health Worker Compensation in Uganda
Nov 9 2011In countries with limited resources for health, attracting and retaining health workers is an ever-present challenge. Monetary compensation plays a significant role in turnover; however, information about health worker wages, benefits, allowances, and bonuses is limited. To better understand this issue, Health Systems 20/20 and partners are kicking off a multi-country health worker compensation study in Uganda.
