Human Resources for Health
Human resources for health shortages have been identified as a major constraint to sustaining and expanding provision of HIV/AIDS services. Along with ongoing efforts to retain health care workers, helping existing workers to be as productive as possible is a promising practice. Very few evidence-based tools and techniques exist for measuring and improving health workforce productivity in developing-country HIV/AIDS-service provision settings.
In Zambia, Health Systems 20/20 will assess productivity and where gaps exist, use a stakeholder-driven process to identify and remove barriers to optimal productivity. The project will adapt and refine existing tools and processes to measure and improve productivity. These tools and processes will be developed and refined in collaboration with ministry of health (MOH) counterparts to allow MOH staff to continually monitor productivity and provide assistance where necessary.
For this work, productivity is defined and measured as portions of staff time spent on: direct patient care, non-direct care (e.g., administrative work), and other (such as tea breaks, unexplained absences, etc.). The activity will last nine to twelve months from the start of baseline data collection.
HIV/AIDS
Zambia has also completed a HIV/AIDS Program Sustainability Analysis Tool (HAPSAT) assessment. HAPSAT was developed by Health Systems 20/20 to assist governments and donors with the development of HIV/AIDS policies and implementation plans. HAPSAT utilizes a computer-based model to forecast and analyze the sustainability of HIV/AIDS programs during periods of service delivery scale-up and/or when facing limited or unknown future resource levels.
